According to him, the UN moratorium was carried out to fulfill the decision of the Supreme Court in 2009. This ruling reinforced the decision of the 2007 Central Jakarta District Court.






In that decision, the government was ordered to improve the quality of teachers, the completeness of school facilities and infrastructure, and access to information throughout Indonesia.









According to Muhadjir, the UN no longer determines graduation, but rather serves to map the condition of education. As a result, only 30 percent of schools meet national standards.
