The requirement for teachers to obtain teacher professional allowance (TPG) is getting heavier. Among them is the obligation to have a minimum good performance rating. Republic of Indonesia Teacher Regulations (PGRI) object to the increasing number of teacher requirements for TPG. The new provisions on the requirement to obtain TPG are contained in Article 15 of Government Regulation (PP) 19/2017 concerning Teachers.






In the fourth paragraph of article 15, there are eight requirements for obtaining a TPG. A requirement that has the potential to inconvenience teachers is that they must get a minimum good performance assessment score. Chairperson of PGRI Unifah Rosyidi said the TPG provisions paid according to teacher performance were very painful. In addition, the news that TPG payments were associated with teacher competency test scores (UKG) also troubled teachers.

Unifah said that the TPG payment bureaucracy should be done simply, fairly and accountably. So as not to bother the teacher and potentially disrupt his main task of teaching in the classroom. He hopes that the requirement to get a TPG is simplified by a maximum of three points. Namely the teacher must have a register number, get a teacher professional certificate, and meet the burden of teaching hours. That's enough. Just like the requirements to get professional allowances for lecturers, he explained.







Unifah said the workload requirements were included with the teacher's performance in teaching. So that there is no need to make any requirements to get a minimum good performance evaluation value. He was worried that in the future many teachers would have fulfilled teaching hours, but did not get TPG because of the performance evaluation scores.







According to Unifah PGRI does not question that teacher performance needs to be evaluated. So there are improvements in the learning process going forward. But the teacher performance evaluation should not interfere with TPG payments, he stressed.











Secretary of the Directorate General of GTK Kemendikbud Nurzaman commented on PGRI's attitude regarding the TPG payment terms. He straightened out the news that the TPG disbursement was linked to UKG values. This is not true. The Ministry of Education and Culture has never linked UKG with TPG, he said.







Then Nurzaman commented on the requirement to get a minimum good performance evaluation score to get a TPG. He said the assessment would later be carried out by the school principal and school supervisor. Assessment is done once a year.







Nurzaman stressed that this requirement would not be applied now. Because currently the Ministry of Education and Culture is still perfecting the teacher performance appraisal instruments first. Next year the TPG budget for regional PNS teachers (PNSD) reaches Rp58.3 trillion for 3.9 million teachers. This figure is up IDR 5.5 trillion compared to the 2017 budget which was recorded at IDR 52.8 trillion.







The TPG budget also exists in the Ministry of Religion (Kemenag) of Rp. 11.6 trillion for 257,209 teachers. Then the TPG budget for non PNS teachers held by the Ministry of Education and Culture amounts to IDR 4.8 trillion for 222,204 non PNS teachers.
